Non State Actors Coalition (NSAC)
Ensuring civil society participation in development policy processes is globally seen as a good practice leading to quality results. Various global initiatives made it mandatory that civil society is provided with adequate avenue for participation on coordination and implementation issues. The Cotonou Partnership Agreement (CPA) between EU and ACP countries (signed in 2000 and revised for the first and second time in 2005 and 2010 respectively) is one such framework that provided a legal framework for Non State Actors (NSAs) participation in the policy process as a key principle of the EU-ACP development cooperation and partnership. Article 33 of the Cotonou Agreement stipulates that ‘cooperation should span across all sectors of cooperation to help foster the emergence of non-state actors and the development of their capacities, and to strengthen structures for information, dialogue and consultation between them and national authorities’. Among the various operational supports, the Agreement specifically emphasizes the need to provide NSAs with capacity-building support in critical areas in order to reinforce their capabilities, particularly on organisation, representation, and establishment of consultation mechanisms including channels of communication and dialogue, and to promote strategic alliances (Title I, Chapter 2, Art. 4)
