The U.S. Department of Energy (DOE) is proposing approximately $61 million in funding to Abengoa Bioenergy Biomass of Kansas, LLC (ABBK) to support the final design, construction, and operation of a commercial-scale biomass-to-ethanol and biomass-to-energy facility near Hugoton, Kansas. As part of a cost-shared agreement with DOE, ABBK plans to construct and operate a biomass-to-ethanol and energy production facility in the outlying areas of Hugoton. The proposed biorefinery would convert non-food based feedstocks to ethanol. These feedstocks would include agricultural waste such as corn stover, switchgrass, sorghum stubble and other feedstocks as they become available within a 30-mile radius of the facility. Some feedstocks from non-local sources would also be used. ABBK projects that the biorefinery would have the capacity to produce about 100 million gallons of ethanol per year. The National Environmental Policy Act (NEPA) serves as the nation’s basic charter for environmental protection.
