encouraging the development of clusters so as to enhance service delivery (such as provision of goods and services on a 24-hr basis);
having fewer skills shortage, since people will be allowed to take up more than one job;
allowing employees to achieve better work-life balance through flexible work practices;
widening the circle of opportunities for all.
